135.04 ESTABLISHMENT OF POSITIONS; COMPENSATION.
   (a)   All positions to be staffed by the members of the Village work force shall be authorized and established by Council.
   (b)   Council shall possess exclusive authority to provide for the compensation of Village work force employees.
