(a) The Solicitor shall, when requested by a Council Member, give a verbal opinion on any question of law concerning municipal affairs in open Council which shall be recorded in the minutes.
(b) Ordinances and resolutions are to be prepared or approved by the Solicitor before final passage. Each ordinance or resolution shall be read by title only unless by majority vote, Council directs it to be read in full. Any Council Member, the Mayor or the Clerk of Council may request preparation of an ordinance, resolution or proclamation. Only the Mayor or a member of Council can introduce an ordinance before the Council.
