All emergency measures will require three readings unless the rule requiring such readings by title only is suspended as provided in previous sections. A roll call shall first be taken on the emergency clause and then a roll call on the legislation as a whole. In order to pass an emergency measure the affirmative vote of two thirds of Council Members on an emergency clause is required. (O.R.C. 731.30)
