111.09 CHAIR’S POWER TO VOTE.

The Mayor shall have no voting power and shall have no vote except in the event of tie vote of Council Members present. In such a case the Mayor shall have the power to vote and his vote shall have the same legal effect as the vote of a Council Member. Any Council Member serving as chair person shall have the same power to vote as other members.
