The owner of each lot, land or premises connected to the sanitary sewer system in the Village of Wakeman, Ohio, or having such connection available shall, as well as the lessee or Superintendent of each lot, land or premise, be liable to the Village for service. All service charge fee shall be collected by the Village of Wakeman, which shall make and enforce such bylaws, rules and regulations as may be deemed necessary to effect the intent of this chapter.
