The Fiscal Officer shall impose a fee equal to the amount charged to the Village against a person for any and all checks tendered to the Village for any monies due and owing said Village which are returned to the Fiscal Officer not paid by the financial institution said check is drawn upon. After the Fiscal Officer has received two returned checks from the same person, he may refuse to accept a check from that person and require that any and all future payments to the Village be made in the form of cash, money order and/or certified bank check.
