(a) There is hereby created the position of Village Fiscal Officer, a full-time position in the Village government. The Village Fiscal Officer shall be responsible for performing all of the duties of the Clerk-Treasurer as set forth in Ohio law and/or the ordinances of the Village. The Village Fiscal Officer shall be required to attend all regular and special Council meetings; attend any and all training and seminars required by the Ohio State Auditor as well as any required continuing education classes; and shall keep office hours as established from time to time by Council.
(b) The Village Fiscal Officer shall be appointed by the Mayor but said appointment shall not be effective until approved by a majority vote of the Council. Any appointment made under this section shall be for a probationary period of six (6) months’ continuous service, and none shall be finally made until the appointee has satisfactorily served his or her probationary period. At the end of the probationary period, the Mayor shall transmit to the Council a record of such employee’s service with his or her recommendation thereof, and he or she may, with the concurrence of the Council, remove or finally appoint the employee.
(c) The compensation for said position shall be as follows: during the probationary period, the rate of pay for the Village Fiscal Officer shall be as provided by Council from time to time and shall be enrolled in the Ohio Public Employees Retirement System. Upon successful completion of the six-month probation period and after being finally appointed to the position of Village Fiscal Officer, the rate of compensation for this position shall be determined from time to time by Council, and shall be eligible to receive any other benefits which other full-time employees are entitled to receive, i.e., sick and vacation time, etc. However, the Fiscal Officer shall be entitled to neither a uniform allowance nor overtime compensation.
