951.16 DISORDERLY CONDUCT.
   (a)   Disorderly Conduct. No person shall recklessly cause inconvenience, annoyance, or alarm to another by engaging in fighting or turbulent behavior, the use of offensive and abusive language, insulting or challenging another with the purpose of provoking a violent response, making unnecessary noise, hindering or preventing the movement of other persons, or creating a condition which presents a risk of physical harm to persons or property.
   (b)   Loitering in or Near Vehicles. No person shall loiter in or near a motor vehicle or vehicles within any Village park property.
