951.13 TRAFFIC.
   (a)   Purpose of Way. No person shall, without the permission of the Council, use any portion of the park for the purpose of a way except drives, roadways, paths, walks, and trails established for such purposes. Paths established as bridle paths, foot paths, or bicycle paths shall not be used for motor vehicle traffic. Persons shall not make entrance to park except by the established ways. Mopeds and bicycles are not permitted on nature trails, when transported through areas of the park other than by way of roadways and trails established for such purposes, they must be walked. Horses are prohibited on nature trails.
   (b)   Purposes of Way- Self-Propelled, Animal Drawn or Human Propelled Vehicles. No person shall operate or cause to operate any type of self-propelled vehicle or any vehicle which is moved by animal or human power over or upon any foot path or bridle path within the park.
   (c)   Driving on Closed Roads or Drives. No person shall drive upon or along any park road or drive which has been closed to public access and posted with appropriate signs or barricades. The Council shall have authority to order roads or drives closed during the process of construction, reconstruction, or repairs, or when, on the basis of engineering investigations, weather conditions render travel either unsafe or unduly destructive of the road. Rangers have the authority to limit public vehicle access to designated service drives.
   (d)   Speed Limit. No person shall drive or propel or cause to be driven or be propelled along or over any road or drive within any Village park property, any vehicle at a greater rate of speed than fifteen (15) miles per hour or at a greater speed than will permit him to bring it to a stop within the assured clear distance ahead.
   (e)   Parking. No person shall park or store any motor car, motor vehicle, bicycle, wagon, or other vehicle within any traveled roadway in any Village park property, at any designated loading and unloading zone, or at any location where posted signs prohibit parking except in emergencies nor upon any sod, gravel, or other surface not specifically designated as a "parking area."
   (f)   Spotlights. No person shall use or shine spotlights or unnecessarily or continuously shine automobile headlights onto park lands except under the direction of a Ranger or except where necessary for preservation of life of property.
   (g)   Mufflers. Every motor vehicle with an internal combustion engine shall at all times be equipped with a muffler in good working order and in constant operation, and no person shall use a muffler cutout, bypass, or similar device upon a motor vehicle in any Village park property.
   (h)   Motorcycles. No person shall operate a motorcycle within any Village park property without possession of a valid motorcycle operator's license.
   (i)   Trucks. No person shall drive or operate a truck, tractor, or a vehicle designed and used for the transportation of goods and material either loaded or empty over any road or drive within any Village park property or parkway except pick-up trucks, trucks making deliveries in the park or those trucks having a special permit from the Council.
   (j)   State of Ohio Traffic Laws. No person shall drive or operate a motor vehicle within any Village park property in violation of any provisions of the Ohio Revised Code or the Codified Ordinances of the Village.
   (k)   Disabled Parking Areas. Those parking spaces which are specially designated as "Disabled Parking Areas" are to be used only by those persons in possession of, and displaying, a handicapped parking permit issued by an authorized agency.
   (l)   Squealing Tires, Peeling, Cracking Exhaust Noise. No person shall operate any motor vehicles upon any of the roadways within any Village park property, except when necessary for safe operation or in compliance with the law, in such manner that the vehicle is rapidly accelerated, or so rapidly decelerated, or stopped, that the exhaust emits a loud crackling or chattering noise unusual to its normal operation, or the rubber tires of such vehicle squeal, leave tire marks on the roadway or spray gravel top dressing from the roadway, commonly referred to as "peeling out."
   (m)   Reckless Operation. No person shall operate a vehicle along or over any road or drive within any Village park property in a reckless manner or without due regard for the safety and the rights of pedestrians and drivers and occupants of other vehicles, so as to endanger the life, limb or property of any person while in the lawful use of said park roads.
   (n)   Stop Signs. All operators of vehicles shall stop completely at all posted stop signs.
