The Village Administrator shall act upon applications in the order they are received and without unnecessary delay. The Village Administrator shall be given not less than forty-eight hours after the filing of an application for a permit to demolish a building excluding Saturdays, Sundays, and holidays, to inspect such buildings and structures; and if it is found that the work can be executed safely in the manner proposed, a permit shall be issued therefore.
