The Board shall consist of five members who are electors of the Village, appointed by the Mayor and approved by the Council, one of whom shall be a member of Council. Each other member shall be appointed for a period of four years, except that one of the initial members shall be appointed for two years and one of the initial members shall be appointed for three years. In the event of death or resignation of a member, the Mayor, with approval of the Council, shall make the appointment for the duration of the unexpired portion of the term of the member. The term of the Council member shall expire on December 31 of the year in which he is appointed. All such members shall serve without compensation.
