(a) The owner or owners of any building or premises or part thereof where anything in violation of the Zoning Code shall be placed or shall exist, and any tenant or occupant of such building or premises, and any architect, builder or contractor who shall assist in the commission of any such violation, and any person who shall violate any of the provisions of the Zoning Code or fail to comply therewith shall, for each violation or non-compliance, be deemed guilty of a misdemeanor and upon conviction thereof, be fined not less than twenty-five dollars ($25.00) nor more than five hundred dollars ($500.00). Each day such violation or failure to comply shall exist shall constitute a separate offense. The institution of misdemeanor charges against the person in violation of this chapter shall not preclude the village from seeking injunctive relief in order to abate the violation, and stop construction or use of the property in violation of the Zoning Code.
(b) The owner or owners of any parcel of real estate, building or premises who causes the construction of any structure, building or part thereof without first obtaining a zoning permit or obtaining any other approvals required by this Zoning Code from the Planning Commission or other authority, and is cited for non-compliance with the Zoning Code, shall, in addition to any penalties as set forth above, be required to pay double the regular permit fee.
