(a) Administration. The provisions of the Zoning Code shall be administered by the Planning Commission.
(b) Zoning Inspector.
(1) A Zoning Inspector shall be employed by the Village Council for the purpose of effecting proper administration of the Zoning Code. The term of employment, rate of compensation and other such conditions shall be set by the Village Council. For the purposes of effecting the Zoning Code, the Zoning Inspector shall have the powers of a police officer.
(2) The administration and enforcement duties and function of the Zoning Inspector (a unified function) are as follows:
A. Review all applications submitted for a zoning permit;
B. Issue a zoning permit when application is in conformance with the Zoning Code;
C. Make at least one on-site inspection of the construction or change in use affected by any zoning permit. When excavation for foundations have been completed and building lines have been established, it shall be the responsibility of the holder of a zoning permit to notify the Zoning Inspector, in writing, and request an inspection to verify compliance with yard and setback requirements;
D. Keep an accurate record of all applications and certificates issued or processed;
E. Maintain the official zoning map and text, keeping an up-to-date record at all times;
F. Maintain a complete record of non-conforming and conditional uses;
G. Serve as the official to whom application for amendments and appeals are made, then forward copies of applications to secretaries of the Board of Zoning Appeals and Planning Commission;
H. Forward to the Huron County Auditor one copy of each zoning certificate issued;
I. Make decisions strictly as set forth by the Zoning Code, and/or Building Code; and
J. Attend the regular monthly meetings of the Village Council to give Council a monthly report of Zoning Department activities. In addition, the Zoning Inspector shall attend any special meetings of the Village Council when requested by the Mayor or three members of the Village Council. Furthermore, the Zoning Inspector may be excused from attendance at any meeting herein for good cause by the Mayor or Council. (Ord. 2006-O-4. Passed 4-10-06.)
