The purpose of this chapter is to regulate the storage, collection and disposal of solid waste in the county. This chapter is adopted pursuant to the authority contained in G.S. §§ 153A-121, 153A-132.1, 153A-136, 153A-274 through 153A-278, 153A-291 through 153A-293, and through 130A-309.09D. Unless otherwise indicated, the chapter applies to both publicly-owned and privately-owned solid waste management facilities located in the unincorporated areas of the county.
