The Chief of Police shall issue a license for an occasional sale only if the following conditions are met:
(a) An application for a license is filed no fewer than ten (10) days nor more than thirty (30) days before the date on which the occasional sale is to begin.
(b) The application contains the date, hours and location of the proposed occasional sale, provided that no occasional sale may take place on more than one (1) day, nor shall any sale be conducted between the hours of 5:00 pm. and 9:00 a.m.
(c) The application contains the names of all persons conducting the sale, their addresses and telephone numbers and a general description of the tangible goods to be offered for sale.
(d) Adequate provision has been made for the parking of vehicles, and the applicant has been advised that parking on Village streets is prohibited.
(e) No occasional sale has been held at the location of the proposed occasional sale for one year prior to the date of the application.
(f) A license fee of one hundred dollars ($100.00) is paid.
(g) The applicant has furnished to the Chief of Police evidence that an arrangement has been made for adequate traffic supervision to prevent traffic congestion during the hours of and at the location of the proposed occasional sale.
(h) The applicant has furnished evidence that all the tangible goods offered for sale are the property of the resident of the real property in the Village which is the location of the proposed occasional sale and that such goods have been used at and in connection with the location of the proposed occasional sale.
(i) The applicant has furnished to the Chief of Police evidence of liability insurance coverage of the proposed occasional sale with limits of liability of not less than one hundred thousand dollars/three hundred thousand dollars ($100,000/$300,000).
