145.12 COMPENSATORY TIME.
   (a)    Policy. This Village hereby adopts a policy of providing all nonexempt employees with compensatory time off in lieu of overtime, subject to a maximum accumulation of sixty (60) hours of compensatory time off.
   (b)    Compensatory Time. Where an employee would be entitled to overtime pay pursuant to departmental policy or law, said person may elect to receive compensatory time off at the rate of one and one-half hours for each overtime hour worked. Any overtime worked in excess of the maximum accumulation of sixty (60) hours compensatory time shall be paid as overtime.
   (c)    Use of Compensatory Time. Employees shall be permitted to carry their compensatory time off from one year to the next, but each department may promulgate reasonable rules designed to insure that compensatory time off is used by the employee without undue accumulation. Specifically, each department of the Village may, if it is deemed in the best interest of the Department, require employees to exhaust compensatory time off prior to using vacation
