1313.10 PLANS AND SPECIFICATIONS PREPARED BY REGISTERED ARCHITECT.
   (a)   In order to ensure that exterior design choices for new buildings and additions to buildings are architecturally appropriate, all construction to erect or modify any building, except an accessory building that is less than two hundred (200) square feet in area, shall be built according to plans and specifications prepared by an architect registered for the practice of architecture in the State at the time the plans are submitted to the Village. All plans and specifications submitted for approval shall be signed or scaled by a registered architect.
   (b)   All plans and specifications required to be prepared by a registered architect and submitted to the Village for approval shall be accompanied by a certificate of a registered architect stating for whom the plans and specifications were prepared, the location at which the building or structure is to be constructed, the date of the plans and specifications and a statement attesting to the fact that they were prepared by such registered architect personally or by employees in his or her office or organization under his or her personal supervision.
