140.04 EMPLOYEES.

The Department of Public Service shall have such number of employees as may be authorized by Council. Employees of the Department shall be hired by the Director of Public Service, subject to the approval of the Mayor. The employees of the Department shall be subject to the conditions of employment set forth in Chapter 145, Employees Generally.
