1127.37 APPROVAL OF SITE PLAN REQUIRING VARIANCES.
   (a)   If the development application requires approval of both a site plan and a variance, the applicant shall first seek preliminary site plan approval.
   (b)   If the Planning and Zoning Commission finds that any regulations, standards or criteria prescribed by the Zoning Code are inappropriate or inapplicable because of the unusual conditions of the proposed subject site or the character of the proposed development, and that an adjustment in such regulations, standard or criteria shall promote the public health, safety, property or general welfare and shall meet the criteria set forth in this Chapter, the Planning and Zoning Commission may recommend to the Board of Zoning Appeals that such adjustment be made.
