(a) Regular meetings of Council shall be held in the Village Hall at 8:00 a.m. on the second Monday of each and every calendar month except if such date falls on a holiday, Council may by majority vote determine the date and time of such meeting.
(b) Special meetings of Council may be called by the Mayor or by any three members of Council by the serving of written notice of the call of such meeting upon each member of Council and upon the Mayor, in person or by delivering a copy thereof to the usual place of residence of such persons not less than twenty-four hours prior to the time of the holding of such meeting. Such notice shall specify the time and place for the holding of such meeting.
