In order to provide for proper drainage in the Village, whoever (contractor or property owner) proposes to make a material change of grade shall pay a permit fee of two hundred dollars ($200.00) per lot to be graded, and post a cash bond in the amount of one thousand dollars ($1,000.00) for each new building to be constructed, and five hundred dollars ($500.00) for any change to the building ground coverage of any building or any material change of grade, to insure that the finished grade is in accordance with approved plans.
