§ 98.03 STREET TREES AND PARK TREES PLANTINGS; PERMIT.
   It shall be unlawful for any person to plant or cause to be planted, any tree or shrubbery in or upon any sidewalk space, park, or other city-owned property within the city, without first having obtained a permit in writing from the Parks and Recreation Director to do so. The terms of the permit shall be strictly followed by the person to whom it is issued. No tree or shrubbery of another or different kind shall be planted and no tree or shrubbery shall be planted in another or different location than designated in the permit. The requirement to obtain a permit shall not apply to employees of the city when planting trees on behalf of the city.
