The city library shall be free of charge for the use of the inhabitants of the city and any other city in Saunders County. Persons living outside the limits of any city in Saunders County shall be charged an annual usage fee. The director may exclude from the use of the library and reading rooms any person who shall willfully violate or refuse to comply with the rules and regulations established for the government thereof.
