It shall be unlawful for any person to use a vapor nicotine product or indulge in the smoking of tobacco in a place of employment, a public place or within publicly owned property, except as designated by a proprietor. For purposes of this exception, a proprietor may conspicuously post or display a sign in readily viewable form for employees and the public to smoke within the exterior of a building or structure.
