§ 50.13  RATE REGULATION.
   (A)   At the time of the adoption of this chapter, the city chooses not to become involved in the rate making process believing that supply and demand will be an effective rate control. However, the city reserves the right, at any future date, to become involved in the rate making process and to approve or disapprove proposed rates.
   (B)   Each company shall not as to their rates, charges, service facilities, rules, regulations or in any other respect make or grant any preference or advantage to any person nor subject any person to any prejudice or disadvantage, provided that nothing in this chapter shall be deemed to prohibit the establishment of a graduated scale of charges and classified rate schedules to which any customer coming within such classification would be entitled, and provided further, that said rates and charges may be waived or modified during promotional campaigns of any company.
