The city may provide one or more limited landfills for the disposal of the following solid waste only:
(A) Clean brick, rock, stone, soil, concrete and street cleanings, all having been generated from within the city;
(B) Tree limbs, brush, clean lumber and untreated wood, all having been accumulated from within the city;
(C) Yard waste having been generated from within the city.
