(A) It shall be unlawful for any person to cause or suffer any solid waste to be discharged out of or flow from any premises owned or occupied by said person, or to let any solid waste generated in or upon said premises owned by said person to be left in or thrown into, deposited or placed upon any street, public grounds, vacant lot, or other place within the city, other than on the designated day for the collection of solid waste from said premises.
(B) It shall be unlawful for any person to transport solid waste, or any portion thereof, from any private premise and deposit the same in any public receptacle, provided for the deposit of solid waste, or any portion thereof, which is located on any street, park, or other publicly owned property.
