§ 31.16 PARK AND RECREATION DIRECTOR.
   The Park and Recreation Director shall, subject to the orders and directives of the Mayor and Council, have the general charge, direction, and control of all parks and recreational facilities, recreation programs, and senior citizen services of the city and shall perform such other duties as the Mayor and Council may require. It shall be the duty and responsibilities of the Director to establish, with the approval of the Mayor and Council, rules and regulations for the governance of the parks, recreation facilities, and senior citizen facilities of the city as deemed necessary for their preservation and to maintain their usefulness and efficiency. The Director shall, subject to approval by the Mayor and Council, have the power to fix and impose, by general rules, penalties, and forfeiture for trespass upon or injury to the parks, recreational, and senior citizen facilities or for violation of any rule or regulation and to fix and impose reasonable fees for the use of the parks, recreational, and senior citizen facilities of the city and provide rules and regulations for the closing of parks, recreational, and senior citizen facilities, in whole or in part, to the general public, and charge admission thereto during such closing. Any rule and regulation for which the city declares a monetary penalty for the violation thereof shall be enforceable by the city police department or any other law enforcement agency having jurisdiction in the city. Said penalty shall first be resolved through the Bureau of Violations of the city as found in § 70.20 of this code before proceeding through the court system of the State of Nebraska.
