§ 31.03  VACANCIES.
   In the event of a vacancy in any office of any appointed official, except when the same occurred through the expiration of a term of office, the Mayor shall appoint another person to fill such office for the unexpired term, with the advice and consent of three-fourths of the members of the Council.
