The City Council, by a majority vote, shall have power to revoke any tree contractor's license, upon the recommendation of the City Administrator and/or Parks and Recreation Director, if the same was obtained through error or fraud, or if the recipient thereof is shown to be grossly incompetent, or has willfully violated any of the provisions of the City Tree Ordinance, or fails to maintain required insurance. If a license is revoked, the holder of the same shall not apply for license for one year after such revocation.
