No permit required by this chapter shall be issued until the permit fee shall have been paid. Nor shall any amendment to a permit be approved until the additional fee, if any, due to an increase in the estimated cost of the building or structure, shall have been paid. The fee or fees established by resolution may be based upon estimated costs, construction costs, costs per square foot, or any other basis as specified and defined within said resolution.
