Permits to repair, alter, improve, or add to existing frame structures within the fire limits shall be granted where the repairs, alterations, or improvements to be made would cost not more than 50% of the value of the original structure, exclusive of the foundation and where such improvements, alterations, or additions are made of fire-resistant materials; provided, however, if the application to repair, alter, improve, or add to existing frame buildings within the fire limits costs more than 50% of the value of the original structure, exclusive of foundation, such application shall be denied until the applicant shall request a permit to erect a new building or structure of noncombustible materials. Repairs, alterations, or improvements to existing noncombustible buildings or structures in the fire limits shall be allowed only on condition that fire-resistant materials are used in the making thereof. Permits for minor repairs such as roof patching may be permitted regardless of type of materials used.
