For new construction, the fee for a permit is based upon the number of square feet of floor space, all floors except basements included, which the new structure occupies, including attached and detached garages. All fees charged shall be set by the Building Inspector and when approved by the City Council shall be on file at the office of the Building Inspector and the office of the City Clerk for inspection at any reasonable time.
