Sixty days before the beginning of each fiscal year of the city, the Greater Wahoo Development Foundation, a Nebraska nonprofit corporation, shall submit to the Mayor and Council of the city a proposed budget for the office of Economic Development Director, including, but not limited to salaries, benefits, administrative expenses, and other related expenses.
