The City Council, by a majority vote, shall have power to revoke an HVAC contractor's license upon the recommendation of the Building Inspector, if the same was obtained through error or fraud, or if the recipient thereof is shown to be grossly incompetent, or has a second time willfully violated any of the provisions of the City Mechanical Code. If a license is revoked, the holder of the same shall not apply for license for one year after such revocation.
