3-1-7: PAYMENT AND DISPOSITION OF FEES:
   A.   Except as otherwise provided in this section, all fees for licenses issued under this chapter shall be delivered to the LLCC on or before April 30 of the year for which such license is to be issued. All applications for renewals must be made, and the fee therefor paid before April 30 of such year, or in the discretion of the liquor commissioner, such application for renewal may be denied. Failure to pay the appropriate fee as required shall be cause for revocation of the license involved. If the license application is granted, the fee shall be deposited by the village treasurer in the general corporate fund of the village. If the application for license is denied, the fee shall be returned to the applicant.
   B.   Applications for new licenses may be accepted after April 30 for the current license year, and fees for such licenses will be prorated according to the number of months remaining in the license year, including the month during which the application is approved.
   C.   Licensees may apply for a new license of a different classification for the current license year for a licensed premises. Upon approval of an application for a new license of a different classification for the licensed premises, licensee shall surrender the previous license for the licensed premises to the village. Based on the number of months remaining in the license year, including the month during which the new application is approved, a prorated amount of the fees paid toward the previous license may be applied toward the fees due for the new license.
