12-5-6: SITE IMPROVEMENTS - NONRESIDENTIAL:
For all new development, redevelopment, or substantial site improvements, and whenever a building permit is issued for a principal structure, in the following zoning districts:   PL public land, B business, CR commercial recreation, OR office and research, LI light industry, LI-1 light industry 1, and LI-2 light industry 2, the following landscape standards will apply:
   A.   Street Trees:
      1.   Number Of Trees Required: There shall be one street tree planted for every eighty feet (80') of length of street frontage measured at the street right of way line.
      2.   Size: Street trees shall be at least three inch (3") caliper when planted.
      3.   Location: Street trees shall be planted within the right of way, on the right of way line or outside the right of way but within ten feet (10') of the right of way. If a permit is required from any highway authority to plant in the right of way, the owner is responsible for obtaining any permits prior to planting. Trees shall be located so as to not interfere with drainage facilities or underground utilities. Further, trees shall be located so as to not impede sightlines at street intersections and driveways. Trees may be spaced at regular intervals, grouped in clusters, or staggered based on the site layout.
      4.   Types Of Trees: Street trees shall be canopy trees selected from the list of plant materials in chapter 7 of this title. On any parcel requiring the planting of more than six (6) street trees, no single plant species shall represent more than forty percent (40%) of the total plantings.
   B.   Parking Lot Trees: For the buildings and uses that require an excess of fifty (50) parking spaces the parking lots and off street parking areas shall be landscaped as follows:
      1.   Number Of Trees Required: Off street parking lots shall be landscaped with not less than one tree and two hundred (200) square feet of landscape area a minimum of nine feet (9') wide for every thirty two (32) parking spaces.
      2.   Size: Parking lot trees shall be at least three inch (3") caliper when planted.
      3.   Location: All trees planted and the required two hundred (200) square feet of landscape area shall be located within the parking areas at the end of parking rows and/or be placed to break up the continuous plane of hard surface parking area. For every thirty two (32) parking spaces in a row there shall be a tree and two hundred (200) square feet of interior landscape area.
      4.   Types Of Trees: Parking lot trees shall be canopy trees selected from the list of plant materials in chapter 7 of this title.
      5.   Landscape Area: The required landscape area will be covered with a living material such as ground cover, shrubs, and turf or a combination thereof; shredded bark mulch; or a designed bioswale or other best management practice (BMP). The required landscape area shall not be totally covered with a paved material, stone, or other impervious material.
   C.   On Site Landscaping: The on site areas for the building and uses that fall under these requirements shall be landscaped as follows:
      1.   Required Plant Materials: For every ten thousand (10,000) square feet of lot area exclusive of the building footprint, the following minimum numbers of plant material are required:
         a.   Deciduous canopy trees/evergreen trees: Three (3).
         b.   Ornamental trees: Two (2).
         c.   Deciduous shrubs/evergreen shrubs: Fifteen (15).
The plant materials required for parking lots (subsection B of this section) can be included in the calculations for required landscaping; however, the required street trees (subsection A of this section) and the required buffered plant materials (subsection D of this section) shall not be included in the required calculations.
      2.   Size: The required plant materials will be of the minimum size as listed below:
         a.   Deciduous canopy trees: Three inch (3") caliper.
         b.   Evergreen trees: Six feet (6') in height.
         c.   Ornamental trees: Eight feet (8') in height.
         d.   Deciduous shrubs/evergreen shrubs; upright growing shrubs: Two feet (2') in height.
         e.   Spreading shrubs: Eighteen inches (18") wide.
      3.   Location: All the required landscaping will be located on the site at the discretion of the property owner or developer on a plan prepared by an Illinois registered landscape architect. It is encouraged to have all the required landscaping in a well prepared plan that provides screening of parking lots, loading areas, and trash enclosures; provides for and encourages best management practices (BMPs) for stormwater management; provides interesting framing and highlights the building architecture; is balanced on the site with good foundation plantings; provides seasonal interest; and includes a good design in conjunction with signage and lighting.
   D.   Buffer Yard Plantings: If the side and rear yards of any proposed development in the zoning districts of this section abut any residential district they shall be landscaped and fenced so as to form a planted buffer between the commercial, office, industrial, or public use and any adjoining residential district.
      1.   Minimum Width Of Buffer Yard: The minimum width of the buffer yard shall be ten feet (10').
      2.   Fencing: A wood fence a minimum of six feet (6') in height with ninety five percent (95%) opacity is required along the entire buffer yard except for the area along the side yard that would be within the front yard setback or would block views at driveways or intersections. The fencing will be located on the interior side of the buffer yard with the required landscaping placed between the fence and the residential use. It is encouraged that the wood fencing be a style that is attractive and consistent on both sides such as board on board and shadowbox styles.
      3.   Required Plant Materials: For every one hundred (100) linear feet of buffer yard area, the following minimum numbers of plant material are required:
         a.   Deciduous canopy trees: Three (3).
         b.   Evergreen trees: Four (4).
         c.   Ornamental trees: Four (4).
         d.   Deciduous shrubs/evergreen shrubs: Twenty (20).
      4.   Size: The required plant materials will be of the minimum sizes as listed below:
         a.   Deciduous canopy trees: Three inch (3") caliper.
         b.   Evergreen trees: Six feet (6') in height.
         c.   Ornamental trees: Eight feet (8') in height.
         d.   Deciduous shrubs/evergreen shrubs; upright growing shrubs: Two feet (2') in height.
         e.   Spreading shrubs: Eighteen inches (18") wide.
   E.   Variety And Mix: It is encouraged that a variety of species be used in the selection of required plant materials with indigenous materials making up a majority of plant material. However, at a minimum, twenty percent (20%) of the required plant material will be evergreen trees and shrubs. Care should be taken that evergreen plant materials be located in areas away from possible contact with road salt used for winter deicing purposes. It is encouraged that property owners and developers utilize ground covers, ornamental and native grasses, wildflowers, perennial and annual flowers to add color and interest to their sites.
   F.   Nonpaved Areas: All areas of a site or lot not covered with structures, required parking, loading areas, sidewalks, patios and driveways will be covered with a living plant material such as turf, ground covers, native grasses, annual or perennial flowers, or wildflowers. Areas covered in a nonliving material such as stone, sand, wood chips (except as shredded bark mulch in planting beds), asphalt, concrete, scrap material, glass, or plastic will not be permitted unless approved by the village board.
