12-2-1: RULES OF CONSTRUCTION:
   A.   Tense: Words used in the present tense shall include the future tense.
   B.   Plural: Words used in the singular shall include the plural, and in the plural the singular.
   C.   Gender: The masculine gender includes the feminine and the neuter.
   D.   Usage:
      1.   The words "shall" and "will" are mandatory and not discretionary.
      2.   The word "may" is permissive.
      3.   The word "lot" shall mean a zoning lot, unless otherwise defined herein.
      4.   The word "structure" shall include the word "building".
      5.   The phrase "used for" shall include the phrases "intended for", "designed for", "occupied for", "maintained for", and "arranged for".
   E.   Measurements And Standards:
      1.   All measured distances, expressed in feet, shall be to the nearest foot; if a fraction is one-half foot (1/2') or less, the full number next below shall be used. If a fraction is more than one-half foot (1/2'), the next full number above shall be used.
      2.   All measurements expressed in feet and inches shall be to the nearest inch; if fraction is one-half inch (1/2") or less, the full number next below shall be used. If a fraction is more than one-half inch (1/2"), the next full number above shall be used.
      3.   Any standard herein which, when applied, results in the requirement of a fraction part of a tree or other plant shall be deemed to require the next whole number of such trees or other plants when the fraction, however expressed, is one- half (1/2) or more; otherwise use the next lower number.
