11-4-6: FINAL ENGINEERING:
   A.   Preparation; Services And Fees:
      1.   Preparation:
         a.   Final engineering shall be prepared by an Illinois-licensed engineer. No plans shall be required in situations where this Title does not require any improvements.
         b.   A plan shall be submitted, which depicts all areas, which will be disturbed by construction. Construction shall include movement of construction vehicles, roadway, utilities, septic fields, buildings, landscaping, ditching, driveways, excavation and regrading.
         c.   When unusual site conditions exist, the Village Engineer may require supplementary plans and specifications as necessary for an adequate review of the plat.
         d.   A good faith cost estimate shall be provided by the subdivider's engineer for use in determining the amount of the performance guarantee. The estimate must be approved by the Village Engineer. The cost estimate shall have sub-totals in the following categories:
            (1)   Roadway and drainage construction.
            (2)   Deceleration lane construction.
            (3)   Detention area construction.
            (4)   Soil and erosion control construction.
            (5)   Sanitary sewer and watermain construction.
            (6)   Miscellaneous construction.
            (7)   Underground utilities construction.
      2.   Consulting services and inspection fees.
   B.   Engineer Signature And Seal On Plans:
      1.   The engineer shall place his signature and the imprint of his seal on all copies of the plans, specifications and cost estimate which are required.
      2.   The name of the engineer and his company, including his title, address, phone number, and the original date of design of the plans, as well as all revision dates, shall be shown on the plans.
   C.   Road Construction And Storm Drainage Facilities:
      1.   Road construction plans shall be included as part of the final engineering and shall include plan and profile views. The plans shall show the existing and proposed center-line elevations at each station for all the roads to be improved. The grade line profile shall be shown at a minimum scale of one inch (1") equals fifty feet (50') horizontal and one inch (1") equals five feet (5') vertical, unless otherwise specified by the Village Engineer. Complete horizontal and vertical curve data shall be shown. A typical cross section shall be included in the plans, and cross sections shall be provided at a minimum of every one hundred feet (100') of road length or as required by the Village Engineer. Said cross sections shall include existing and proposed ground levels and elevations. Entrance design and deceleration lanes, where applicable, shall be included in the plans.
      2.   Storm drainage facilities shall be included with the road construction plans. A plan shall be provided showing watershed boundaries, drainage areas, points of discharge, velocity of flow and flow quantities.
      3.   Construction specification details shall be provided for all engineering improvements.
   D.   Storm Water Detention Plans: Final engineering shall include storm water detention plans, which shall show the drainage pattern of the site indicating the drainage basin and the drainageways, floodplain, flood table, existing field tiles, and the location of the detention facilities. The plans shall also include a cross section of the detention/retention basin, and details of the outlet control mechanism. The plan shall be accompanied by drainage calculations. Final engineering shall include all documentation submitted to and received from the Lake County Stormwater Management Commission.
   E.   Erosion And Sediment Control Plans: The final engineering shall include an Erosion and Sediment Control Plan. This Plan shall include soils, topographic, and drainage information as well as any planned temporary or permanent structural or vegetative erosion and sediment control measures. These measures shall prevent sediment from leaving the development site and minimize the amount of soil movement within the boundaries of the development site. A schedule of operations shall also be included in the plans which shows the approximate starting and completion dates of the various phases of construction activities such as methods and rates, drainage and utility installations and seeding dates.
   F.   Site Grading Plan: A site grading plan shall be provided for the entire subdivision with established top of foundation elevation in one foot (1') proposed contour lines.
   G.   Water And Sanitary Facility Plans:
      1.   When required, plans for community water distribution systems, community water supply facilities, community sewage systems, and community sewage treatment plants and sanitary sewers shall be provided as part of the final engineering.
      2.   These plans shall be drawn according to the standards established by the Lake County Public Works Department, the Lake County Health Department and the Illinois Environmental Protection Agency. (Ord. 96-445, 6-2-1996)
