All plans, specifications, details, contracts, insurance, financial guarantees, etc., for paving, water distribution systems, sewer systems, curbs, sidewalks, street name signs, and the like shall be approved by the Village Engineer and the Village Board before construction is begun. In addition, approval of the Village Attorney and the Village Board of the subdivision agreement, financial guarantees, and all covenants and conditions shall be required, prior to final plat approval.
