11-3-11: STREET CONSTRUCTION:
The following criteria shall be adhered to for the design and construction of new streets or reconstruction of old streets. The criteria as set forth are the minimum desired and shall not be considered restrictive to the use of higher standards if so desired by the subdivider.
   A.   Location: Streets shall be constructed parallel to and centered within the dedicated right of way.
   B.   Surface Width: Streets shall be improved to the following widths of pavement surface according to their classification:
      1.   Major or minor arterial: Not less than twenty eight feet (28').
      2.   Industrial streets: Not less than forty eight feet (48').
      3.   Collector streets: Not less than twenty four feet (24').
      4.   Local streets: Not less than twenty two feet (22').
      5.   Alleys: Not less than sixteen feet (16').
   C.   Pavement Design: All local streets shall be improved to a structural number of 3.0 in accordance with the state of Illinois highway design manual. Streets with higher classification shall be designed to a 3.6 structural number.
   D.   Surface Crown: The surface of all roadways shall have a uniform slope from the centerline to the edge of said roadway of one-fourth inch (1/4") per foot.
   E.   Street Grades: The maximum grades for collector streets and streets of higher classification shall not exceed six percent (6%). The maximum grade for all other streets shall not exceed eight percent (8%). In no case shall the grade of any street be less than one-half percent (0.5%). Grades shall be shown on the plans at a minimum of fifty foot (50') intervals.
   F.   Preparation Of Subgrade: All organic material must be removed. Subsoil must be compacted to ninety five percent (95%) standard proctor before installation of base material.
   G.   Street Geometrics: Street geometrics shall conform to the design standards established in the highway design manual. All design standards are subject to the minimum requirements as specified herein. Streets shall be designed on the basis of the following design speeds:
      1.   Collector Streets: Fifty (50) miles per hour.
      2.   Local Streets: Thirty (30) miles per hour.
      3.   Horizontal Curvature: Centerline radii shall be as follows: Collector streets and higher classifications shall conform with the state of Illinois highway standards based on the design speed for the roadway. Local streets shall be a minimum of one hundred feet (100') radii.
      4.   Intersection Radii: Radii at intersections shall be not less than thirty feet (30') measured at the edge of the street surface for local streets and thirty five feet (35') for higher street classifications. The right of way radii shall not be less than fifteen feet (15') for local streets and twenty five feet (25') for higher street classifications. (Ord. 96-445, 7-2-1996)
      5.   Cul-De-Sacs: Cul-de-sacs shall be provided at the end of permanent dead end streets. The maximum length of a cul-de- sac shall be one thousand three hundred feet (1,300'). The length of such street shall be measured from the centerline of the street of origin to the terminus. The cul-de-sac shall have a seventy foot (70') radius as center point of right of way with a fifty foot (50') radius of road surface for local streets. Collector streets and industrial streets shall have an eighty foot (80') radius as center point of right of way with a sixty foot (60') radius of road surface. No center islands will be allowed. Where circumstances warrant, a "T" turnaround may be approved by the village. (Ord. 2005-679, 10-18-2005)
      6.   Vertical Curvature: Length of vertical curves shall be in accordance with state of Illinois highway standards based on the desirable sight distance for the design speed. Minimum length shall be based on stopping distance of two hundred seventy five feet (275') with k = 0.55. No vertical curve shall be less than one hundred feet (100') in length except at street intersections. In no case shall vertical curve at a street intersection be less than fifty feet (50'). Vertical curves will be required at all locations where the algebraic difference of grades is two percent (2%) or greater.
   H.   Half Streets: No half streets will be allowed. All streets surface improvements shall be to full width.
   I.   Pavement Materials: All flexible pavement streets shall consist of at least one and one-half inches (11/2") of bituminous concrete surface course and two inches (2") of bituminous concrete binder course as a minimum. The binder course shall be constructed one year prior to the installation of the surface course. It is required that the subdivider engage a third party, unrelated to the contractor, to take core samples of the pavement to establish that the minimum thickness and compaction of the pavement have been met. The pavement cores will be required prior to the placement of the surface course. Cores are to be taken at one hundred foot (100') intervals in alternate lanes or at sufficient intervals to establish that the pavement meets the specifications. Aggregate base course and aggregate shoulders shall be CA-6 gradation limited to crushed stone or crushed gravel. Bituminous aggregate mixture base course shall have a minimum Marshall Stability of 1500. Bituminous concrete binder course and bituminous concrete surface course shall be limited to Class I, Type 2.
   J.   Shoulders: All streets constructed with a rural cross section (no curb and gutter) within the Village shall have a gravel shoulder three feet (3') in width and a total compacted thickness of not less than six inches (6").
   K.   Combination Concrete Curb And Gutter: All streets within a business district shall be bounded on each side by a concrete curb and gutter conforming to the State of Illinois Standard section B-6:12. All streets that will serve a residential area that required combination concrete curb and gutter shall conform to the Village standard combination concrete curb and gutter typical section.
   L.   Maintenance During Construction:
      1.   Snow Removal: The subdivider shall be required to maintain all improvements on the individual subdivided lots and provide for snow removal on all roads until acceptance of the improvements by the Village. The subdivider may enter into an agreement with the Village, with approval of the Village Board, whereby the Village will provide snow removal service to the subdivision. The Village will charge the cost of such snow removal to the subdivider.
      2.   Emergency Work: The Village may, on twelve (12) hours' notice or such shorter notice as is practical, plow snow or effect emergency repairs on a road not yet dedicated or not yet accepted by the Village and charge the cost of such work to the subdivider.
      3.   Roadway: All exposed earth surfaces lying within the road right of way shall be properly protected by riprap, sod, or be seeded with rapid growing grass to prevent erosion.
      4.   Drainage Facilities: All culverts, storm sewers, drainage structures, ditches, slopes, shoulders and roads shall be maintained until seeding of the exposed area has been accomplished and satisfactory growth established. All exposed surfaces in which turf or sod has not been developed, shall be reseeded or sodded.
      5.   Debris Removal: The subdivider shall clean and maintain, or cause to be cleaned and maintained, all public ways, sewers and drains, free from debris and trash or other extraneous material, prior to acceptance, and at such other times during construction as the Village may deem necessary to prevent the creation of a public nuisance.
      6.   Existing Facilities: Any damage during construction to existing roads, culverts, storm sewers, drainage structures, ditches, slopes and shoulders shall be repaired at the expense of the subdivider to the satisfaction of the Village Engineer.
      7.   Alley Pavement: All alleys shall be improved with a roadway consisting of not less than five inches (5") when thoroughly compacted of crushed stone or gravel, of the following widths:
         a.   Through residence blocks not less than twelve feet (12').
         b.   Through business areas, not less than sixteen feet (16'). (Ord. 96-445, 7-2-1996)
