11-2-3: STREET AND ROAD REQUIREMENTS:
   A.   Streets: A public street or streets shall be provided to afford convenient access to all property within the subdivision. Each lot must have direct access to a public street.
      1.   The arrangements of streets shall provide for the continuation of streets between and to adjacent properties, when, as determined by the Plan Commission, such continuation is necessary for convenient movement of traffic, effective fire protection, and for the efficient provision of utilities.
      2.   No private street or thoroughfare shall be permitted.
      3.   When adjoining an area not platted, the arrangements of streets in new subdivisions shall be extended either by construction or dedication, as determined by the Plan Commission, to the boundary lines of the tract, to make provision for the future connection of streets with adjacent areas. When the Plan Commission determines that it is not desirable to provide for street access to adjoining property, extension of streets to the boundary lines of the tract shall not be required.
      4.   Minor residential streets shall be designed to discourage their use by through traffic.
   B.   Improvement Of Existing Adjacent Roads: Whenever land adjacent to an existing road is subdivided and the existing road is not improved to a standard equal to or better than that required for the subdivision streets, the subdivider, if so determined by the Plan Commission, shall be required, except when not reasonably practical, to improve the existing road to a comparable standard. Any improvement of an existing road shall be subject to the approval of the public authority having jurisdiction.
   C.   Alleys: Alleys may be required at the rear of all lots or tracts intended for business, commercial, or industrial use, and multiple-family building use, but shall not be provided in residential blocks, except when required by the Plan Commission.
   D.   Street Widths: The minimum right of way of a street, alley, or thoroughfare shall not be less than the following:
      1.   Major Arterial: One hundred twenty feet (120').
      2.   Minor Arterial: One hundred feet (100').
      3.   Collector Streets And Industrial Streets: Eighty feet (80'), or such lesser width as determined by the village engineer, but not less than sixty six feet (66').
      4.   Local Streets: Sixty six feet (66'). (Ord. 96-445, 7-2-1996)
      5.   Cul-De-Sacs: Cul-de-sacs shall be provided at the end of permanent dead end streets. The maximum length of a cul-de-sac shall be one thousand three hundred feet (1,300'). The length of such street shall be measured from the centerline of the street of origin to the terminus. The cul-de-sac shall have a seventy foot (70') radius as center point of right of way with a fifty foot (50') radius of road surface for local streets. Collector streets and industrial streets shall have an eighty foot (80') radius as center point of right of way with a sixty foot (60') radius of road surface. No center islands will be allowed. Where circumstances warrant, a "T" turnaround may be approved by the village. (Ord. 2005-679, 10-18-2005)
      6.   Temporary Cul-De-Sac: A temporary cul-de-sac (standard or "T") shall be provided if required by the village. The right of way lines shall be extended to the boundary line of the proposed development if the adjacent property is undeveloped. A notation shall be placed on the subdivision plat to the effect that the temporary cul-de-sac shall be removed upon the extension of the road.
      7.   Alleys: Alleys shall be thirty three feet (33').
      8.   Additional Right Of Way Required: When the subdivision is located on only one side of an existing right of way, which is less than the required width, the subdivider shall dedicate additional right of way to meet the requirements, but not exceeding one-half (1/2) of the total required width.
      9.   Modify Requirements: In cases where topography or other conditions make the dedication of a street or part thereof of the required minimum width impractical, the plan commission, with the concurrence of the village engineer, may modify the above requirements, provided that suitable access for all reasonable purposes, such as, but not limited to, fire protection, school bus travel, and snow plowing, shall be maintained.
   E.   Street Jogs: Street jogs with centerline offsets of less than one hundred twenty five feet (125') shall not be permitted, if the same can be reasonably avoided.
   F.   Street Names: Proposed streets which are obviously in alignment or continuation of existing streets, shall bear the name of such existing streets. In no case shall the name for proposed streets duplicate existing street names, irrespective of the use of the suffix street, avenue, road, boulevard, drive, place or court, or an abbreviation thereof. All street names must be approved by the plan commission. (Ord. 96-445, 7-2-1996)
