10-1-2: INTENT AND PURPOSE:
This Title is adopted for the following purposes:
   A.   To divide the Village into zoning districts, restricting and regulating therein the location, erection, construction, reconstruction, alteration and use of buildings, structures and land for residence, business, manufacturing and other specified uses.
   B.   To provide a quality community environment developed in accordance with the goals, objectives, ordinances, policies and recommendations of the Official Plan of Wadsworth and the applicable ordinances of the Village. Specifically, this Title is adopted to implement the Comprehensive Plan of the Village.
   C.   To protect the character and stability of agricultural, residential, recreational, business and manufacturing areas within the Village and to promote the orderly and beneficial development of such areas.
   D.   To protect and provide for the orderly development of natural resources including the resources of the air, lakes, streams, forests and the land.
   E.   To preserve a high quality natural environment, including surface and subsurface water resources, their recharge areas, scenic vistas, woodlands and wildlife habitat for the health and enjoyment of the people of the Village.
   F.   To ensure adequate light, air, privacy and convenience of access to property.
   G.   To regulate the intensity of use of lot areas and to determine the area of open spaces surrounding buildings necessary to ensure adequate light and air and to protect the public health, comfort, safety and general welfare.
   H.   To establish building lines and the location of buildings designed for residential, business, manufacturing or other uses within such areas.
   I.   To fix reasonable standards to which buildings and structures shall conform.
   J.   To prohibit uses, buildings, structures and vehicles incompatible with the limitations of natural site conditions, the character of the development of existing neighborhoods or intended uses within specific zoning districts.
   K.   To prevent additions, alterations or remodeling of existing buildings and structures in such a way as to avoid the restrictions and limitations imposed hereunder.
   L.   To prevent congestion in the public streets and protect the public health, safety, convenience and general welfare by providing for the off-street parking of motor vehicles and the loading and unloading of commercial vehicles.
   M.   To protect against fire, explosion, noxious fumes and other hazards in the interest of the public health, safety, comfort and general welfare.
   N.   To prevent the overcrowding of land and undue concentration of structures, so far as is possible and appropriate, in the district by regulating the use and bulk of buildings in relation to the land surrounding them.
   O.   To conserve the taxable value of land and buildings throughout the Village.
   P.   To provide for the elimination of nonconforming uses of land, buildings and structures which are adversely affecting the character and value of desirable development in each district.
   Q.   To define and limit the powers and duties of the administrative officers and bodies as provided therein.
   R.   To provide for the intense development of the land in the Wastewater Management Overlay District following a detailed review and approval process, the issuance of a conditional use permit and the installation of sewer and water utilities.
   S.   To promote and protect the public health, safety, morals, comfort and general welfare of the people. (Ord. 91-341, 4-2-1991)
