8-1-1-1: SURFACE DRAINAGE FOOTING TILE DRAINING SYSTEM:
   A.   Notwithstanding any other provision contained herein or set forth in the preceding adopted codes, footing drains shall be installed on the exterior of all basement footings and around the outside perimeter of crawl spaces in accordance with the following standards:
      1.   Footing drains shall be bedded on two inches (2") of washed gravel and all muck, silt or other materials removed, prior to placing the gravel.
      2.   Footing drains shall be placed on the side of the footing. The top of the drain tile shall be installed below the top of the footing.
      3.   The minimum inside diameter of footing drain conduit shall be not less than four inches (4"). The conduit shall be rigid plastic perforated pipe, SDR 35, ASTMD F8403034. The perforated portion of the footing drain tile shall be installed facing downward to ensure that the perforations do not get clogged with dirt and thereafter the drain tile fails to function properly. Conduits shall be installed using the approved elbows, couplings, and fittings.
      4.   The drain tile shall be covered with a minimum of twelve inches (12") of washed gravel, one-half inch (1/2") to three- fourths inch (3/4") diameter, to a level three inches (3") or more above the top of the footing. Foundation waterproofing shall not cover the required gravel. Install paper cover over stone.
      5.   Window wells shall be provided with four inch (4") nonperforated schedule 40 rigid plastic riser pipe, connected to the footing drain by means of an approved rigid plastic eighth bend and tee, or be connected directly to a storm sewer. The bell end of the riser shall terminate three inches (3") below the bottom of the window frame and shall be provided with a plastic grate. The riser pipe shall be securely fastened to the wall with two (2) straps, one at the top of the riser pipe, and one near the bottom. Coarse stone shall be used to fill the window well to a level adequate to cover the grate.
      6.   All window well drainpipes shall be plugged with manufactured plugs or other approved methods prior to backfilling.
      7.   When footing heights in basement are below the main footing of the house, like for walk out basements, the sump jet must be lowered to drain the lower footing area. (Ord. 2007-737, 8-21-2007, eff. 10-1-2007)
