7-3-5: TRAFFIC REGULATIONS:
   A.   Driving Other Than On Roadway Prohibited: No person shall drive any automobile, truck, motorcycle, or motorized vehicle within any park except on roadways intended for such traffic. Park employees in the performance of their duties are exempt from this subsection.
   B.   Driving While Intoxicated:
      1.   No person who is under the influence of intoxicating liquor or narcotic drugs shall drive any vehicle within a park.
      2.   Upon any trial for such offense, in addition to other evidence, evidence of the amount of alcohol in the person at the time of the act alleged as shown by a chemical analysis of his breath, blood, urine, saliva, or other bodily substances is admissible, and the result of any such analysis shall give rise to the presumptions set forth in the Illinois vehicle code.
   C.   Reckless Driving: No person shall drive any vehicle with a wilful or wanton disregard for the safety of persons or property.
   D.   Negligent Driving: No person shall operate any vehicle upon a parking lot or roadway in a park negligently, heedlessly, and without due caution or in a manner so as to endanger, or be likely to endanger any person or property.
   E.   Moving Of Vehicle: No person shall move a vehicle which is stopped, standing, or parked unless and until such movement can be made with reasonable safety.
   F.   Backing Vehicle: No person shall back a vehicle unless backing can be done without interfering with other traffic and with reasonable safety.
   G.   Equipment: No person shall drive, move, or cause or knowingly permit to be driven or moved, in a park, any motor vehicle which is in such unsafe condition as to endanger persons or property, which does not contain two (2) headlights, taillights, brake lights, brakes adequate to control the movement of and to stop and hold the vehicle, a horn, a muffler to prevent excessive or unusual noise and annoying smoke, a rearview mirror, windshield wipers, and such other equipment necessary for the safe operation of the vehicle, all in good working order and constant operation (except motor bicycles or motor scooters and only if they meet the other safe driving conditions specified) unless approved by the president and board of trustees.
   H.   Pedestrians: Every driver of a motor vehicle shall yield the right of way to a pedestrian at any marked crosswalk or within any unmarked crosswalk at any intersection; and any pedestrian crossing a roadway at any point other than within a marked crosswalk or within an unmarked crosswalk at any intersection, shall yield the right of way to vehicles upon the roadway. However, every driver of a vehicle shall exercise due care to avoid colliding with any pedestrians upon any roadway, shall give warning by sounding the horn when necessary, and shall employ proper precautions upon observing any child or any confused or incapacitated person upon a roadway.
   I.   Parking:
      1.   No person shall park or place any vehicle or other property of any kind within a park so as to obstruct or interfere with traffic or travel or endanger the public safety.
      2.   No person shall park any vehicle in any of the following places, except where otherwise designated:
         a.   On lawn areas and grounds.
         b.   In front of public or private driveways.
         c.   In any position to block another car legally parked.
         d.   At any place where official signs prohibiting parking or prohibiting parking for more than a specified period have been posted.
         e.   Basketball courts, volleyball courts, tennis courts, baseball fields, or specified play areas.
   J.   Impounding Of Vehicles: Any vehicle parked or standing within a park in violation of any law, ordinance, or rule is hereby declared to be a public nuisance. Such vehicle may be removed and impounded and the owner or person entitled to possession of the vehicle shall pay all charges and expenses arising out of any action taken hereunder.
   K.   Unattended Motor Vehicles: No person driving or in charge of a motor vehicle shall permit it to stand unattended without first stopping the engine, locking the ignition, and removing the keys, and when standing upon any perceptible grade, without effectively setting the brake thereon and turning the front wheels to the curb or side of the roadway.
   L.   Parties To An Offense:
      1.   Every person who commits, attempts to commit, conspires to commit, or aids or abets in the commission of any act declared herewith to be unlawful, whether individually or in connection with one or more other persons, or as principal, agent, or accessory, shall be guilty of such offense.
      2.   It is unlawful for the owner, or any other person employing or otherwise directing the driver of any vehicle, to request or knowingly permit operation of such vehicle upon a roadway in a park in any manner contrary to this chapter or other applicable law.
   M.   Parking Lots: No person shall park any vehicle in parking lots of the parks between sunset and sunrise unless otherwise given specific permission to do so by an authorized village official.
   N.   State Traffic Definitions Incorporated By Reference: All terms in this chapter shall have the same meaning as that set forth in 625 Illinois Compiled Statutes.
   O.   Stop Intersections: The following areas shall be designated as stop intersections: from any park road or parking lot onto Wadsworth Road, Northwoods Drive or Kelly Road. (Ord. 2010-811, 4-20-2010)
