4-1-1: DEFINITIONS:
As used in this Chapter, the following words and terms shall have the meanings ascribed to them in this Section:
INOPERABLE MOTOR VEHICLE: Any motor vehicle from which, for a period of at least thirty (30) days, the engine, wheels, license or other parts have been altered, damaged or otherwise so treated that the vehicle is incapable of being legally driven or of being driven or of being under its own motor power.
NOXIOUS WEEDS: Canadian thistle (Cirsium arvense) and all its varieties, perennial sow thistle (Sonchus arvensis), European bindweed (Convolvulus arvensis), leafy spurge (Tithmyalus esula), Russian knapweed (Centaurea repens), hoary cress (Lepidium draba), ragweed (Ambrosia), poison oak, poison ivy, jimsonweed, burdock, cocklebur or any weed designated as noxious by the Illinois Department of Agriculture.
NUISANCE: Any person doing an unlawful act, omitting to perform a duty or suffering or permitting any condition or thing to be or exist, which act, omission, condition or thing either:
   A.   Injures or endangers the comfort, repose, health or safety of others; or
   B.   Offends decency; or
   C.   Is offensive to the senses; or
   D.   Interferes with, obstructs or tends to obstruct, encroaches upon or renders dangerous to the passage of motorized and nonmotorized vehicles and conveyances or pedestrian traffic on or in any street or highway right of way, sidewalk, alley, stream, ditch, drainage way, commons or other public property; or
   E.   In any way renders other persons insecure in life or the use of property; or
   F.   Essentially interferes with the comfortable enjoyment of life and property or tends to depreciate the value of the property of others.
PERSON: Shall mean and include any individual, association, partnership, corporation, trust or any other legal entity. (Ord. 251, 3-7-1988; amd. Ord. 92-371, 8-18-1992)
