Chapter 7 of this title is hereby expressly repealed effective July 1, 2004, provided however that if public act 92-0526, entitled the simplified municipal telecommunications tax act, is repealed or becomes ineffective for any reason, or if this chapter is repealed or becomes ineffective for any reason, then chapter 7 of this title shall not be repealed and shall be deemed in full force and effect as of the date public act 92-0526 or this chapter is repealed or becomes ineffective.
