(A) sewer service charges shall be computed and billed monthly; except that the city may, if it so chooses, render bills to residential users on a quarterly basis. The owner of the premises, the occupant thereof and the user of the service shall be jointly and severally liable to pay for the service to such premises, and service is furnished by the city only upon this condition.
(B) Users of the city’s sewer system shall annually be advised, in conjunction with a regular billing, regarding the portion of the sewer service charge which is attributable to the operation, maintenance, and replacement costs associated with the treatment facility.
