§ 31.25 HOUSING AND REDEVELOPMENT AUTHORITY.
   (A)   Establishment and composition. The City Housing and Redevelopment Authority, composed of five members, is hereby established. This Authority shall be the successor-in-interest to the City Housing and Redevelopment Authority previously established by resolution under the Municipal Housing and Redevelopment Act (M.S. § 383B.77, as it may be amended from time to time).
   (B)   Administration. The Housing and Redevelopment Authority shall be governed through by-laws and rules of procedures as approved by the Council.
   (C)   Powers and duties.
      (1)   The powers and duties of the Housing and Redevelopment Authority are to promote the general welfare of the community by:
         (a)   Providing government assistance to redevelop substandard, slum, or blighted areas of the city where private enterprise would not act without government participation or subsidies;
         (b)   Providing decent, safe, and sanitary housing;
         (c)   Providing affordable housing for low-income persons and their families; and
         (d)   Renewing economic vitality through redevelopment.
      (2)   The Housing and Redevelopment Authority shall carry out its powers and duties as set forth in M.S. §§ 469.001 to 469.047, as they may be amended from time to time.
