§ 130.13 RULES AND REGULATIONS GOVERNING SUNNYBROOK PARK.
   (A)   Application. The provisions hereinafter contained shall apply to all city parks located inside and outside of the city limits, and includes special provisions for Sunnybrook Park as the same is presently located and situated within the city, and to any area which may hereafter be included within the limits of said parks, by act of the Council.
   (B)   General purposes regarding Sunnybrook Park.
      (1)   The general purpose of the city in establishing Sunnybrook Park is to provide an area to help meet the recreation needs of the community and surrounding rural area; and to provide overnight camping facilities in a designated area, for the public, including persons traveling through the city.
      (2)   In furthering these broad general purposes, the Council deems it necessary and in the best interest of the public to regulate the use of the premises and such facilities as have been heretofore established and which may be established hereafter.
   (C)   Regulations. All laws of the state and the city and subsequent amendments thereto, shall apply within the limits of all city parks, and said Sunnybrook Park except as the same are inconsistent with the following provisions.
      (1)   Speed. No person shall operate a motor vehicle on any driveway or street within Sunnybrook Park at a speed in excess of 15 mph.
      (2)   Hours open. It is unlawful for any person to park, be in or remain in, or leave any vehicle in Sunnybrook Park between the hours of 10:00 p.m. and sunrise the following day unless special permission has been granted by the City Administrator or his or her designee, except authorized overnight campers.
      (3)   Weapons. No person shall discharge or use any rifle, pistol, air rifle, pellet gun, bow and arrow or slingshot in the park.
        (4)   Pets. No person shall take or allow any dog or other domestic pets upon park premises, park waters, or in a park building unless restricted at all times by suitable leash, or under control of owner or custodian.
      (5)   Bathing. No person shall bathe in or enter the waters of Whiskey Creek within the park.
      (6)   Throwing stones. No person shall throw or cast any stone or any other missile within the park.
      (7)   Teasing animals, etc. No person shall tease, annoy, disturb, or interfere with any bird or animal within the park.
      (8)   Waste. No person shall allow rubbish, trash, or waste to accumulate, but the same shall be removed or placed in receptacles provided therefor.
      (9)   Fires. No person shall start a fire at any time except in fireplaces or stoves provided for that purpose.
         (a)   The Sunnybrook Park Campground is allowed one “campfire” location. The location is to be permanently designated by campground management and available for use only by campground patrons and guests.
         (b)   A second campfire location may be located in a Sunnybrook Park. This is a permanent campfire location and can be reserved as with the Sunnybrook Shelters.
         (c)   All rules pertaining to recreational fires are applicable to these campfires.
      (10)   Picking flowers, and the like. No person not an employee of the city shall pick or cut any wild or cultivated flower, or cut, break, or injure any shrub or plant within said park, nor carry within or out of said park any wild flower, tree, shrub, plant, or any newly plucked branch or portion thereof, or any soil or material of any kind.
      (11)   Overnight camping. No person shall park a camp trailer, tent, or sleep overnight within said park unless said person shall have registered with park attendant and paid the charge for each night, at the rate prescribed by resolution of the Council. Said park shall be open to bona fide overnight camping, notwithstanding closing of park for other purposes, unless the Council, by resolution and posted notice, shall close same.
